+ Scissors
+ Craft Knife
+ Paper Straws
HOW TO
+ Open file and print the PDF.
+ Use scissors to cut out individual flags.
+ Use craft knife to cut on dotted lines.
+ Slide flag through the slits you just cut with the craft knife.
